Yes and no, in fact it depends on your user level. When you register you have a userlevel of 1 and new themes must be validated. Users with a higher user level -- e.g. "trusted users", which you, Sameer and Martey now are -- get their new themes added right after submission. Much the same as what is done on the plugin repository, in fact.
