Sameer, I've spent a fair amount of time looking for a good repository manager before I decided to write one myself, and to be honest I'm quite confident the current plugin repository could be quite easily turned into a theme repository as well (it'd just need a couple new columns in the schema: screenshot, ?) and some label editing here and there.
